With the increase in population density in cities, the use
of motor vehicles is increasing. In addition, traffic congestion,
causes some issues such as air pollution noise pollution that affect
both human health and urban life negatively. For the elimination
of the disadvantageous of the motor vehicle usage people have to
be encouraged to transport with non-motorized vehicle s such as
bicycle. In this study, views about cycling were taken by online
survey for the purpose of popularize the usage of bicycle in
Karabuk University Campus and campus transportation.
According to the obtained data, 30% of the participants were
female and 70% were male and they have the biggest share in the
age distribution, with 80% and 15-25 age range. Looking at the
educational status, 78% of them gave undergraduate education
and 13% gave a postgraduate education. 15% of the participants
were working and 85% were students. In the scope of the study,
bicycle usage of the people was examined. Accordingly, 43% of the
participants have a bicycle. It is also seen that bicycle use is 61%
when it is not bicycle owner. 84%, the highest rate in the
questionnaire assessed participants of the purpose of using the
bike has to have a positive effect on health. Among the factors
limiting the use of bicycles, the rate of 71%, which was the highest
rate, was the lack of bicycle routes and 65% was shared with motor
vehicles.

Motivated by the global importance on economic and environmental issues of energy consumption,
current work presents main status of energy in transport in terms of energy distribution and consumption,
energy management and optimization of energy usage methods by the different transport types
separately. Modern transport techniques and vehicles, energy usage distribution of the transport types,
the ratio of the energy consumption of transport type in global energy usage were investigated. In
addition, energy management and route determination and optimization by using different artificial
intelligence methods according to transport type transported good type, delivery distances were also
taken into account. After a general overview of the status, recommendations on the energetic and
economic saving opportunities and optimization of energy management in transportation were given in
order to provide less economic and ecologic lose by minimizing energy consumption in global transport.

Hızlı kentleşme, yoğun nüfus artışı, hava kirliliği ve enerji sıkıntısı ile birlikte ulaşımı en önemli
sorunlardan biri haline getirmiştir. Bu amaçla insana öncelik veren, yatırım ve işletmecilikte
kaynakların verimli ve etkin kullanımını sağlayan, mevcut ulaşım altyapısının kapasitesini en üst
düzeyde kullanan, enerji verimi yüksek, çevreye zarar vermeyen, sessiz, konforlu, toplu ulaşım
araçlarının kullanımını ve toplu taşıma araçlarının en önde geleni olan raylı ulaşım sistemine geçiş
zorunlu hale gelmiştir. Raylı sistem taşımacılığının, yatırım maliyetleri yüksek olmakla birlikte, işletme
maliyetleri karayolu taşımacılığına göre daha düşüktür. Ayrıca kaza riskleri, enerji tüketimi, trafik
sıkışıklığı ve personel istihdamı kara yolu taşımacılığına göre daha azdır. Bu çalışmada, toplu taşıma
türü seçim sürecine etki eden faktörler bir arada değerlendirilip çok kriterli karar verme
yaklaşımlarından olan Analitik Hiyerarşik Proses ve VIKOR yöntemleri yardımı ile karar modeli
oluşturulmuştur.
Rapid urbanization, dense population growth, air pollution and energy shortages have made
transportation one of the most important problems. For this purpose, it is aimed to provide the people
with the highest priority of human resources, efficient and effective use of resources in investment and
management, using the capacity of the existing transportation infrastructure at the highest level, using
energy efficient, environmentally friendly, quiet, comfortable and convenient means of public
transportation and public transportation vehicles transition to the transportation system has become
compulsory. Railway transport is less expensive than road transport, with high investment costs. In
addition, accident risks, energy consumption, traffic congestion and personnel recruitment are less
than road transport. In this study, the factors affecting public transportation type selection process are
evaluated together and a decision model is created with the help of Analytic Hierarchical Process and
VIKOR methods which are multi criteria decision making approaches.

Büyük kaynaklar gerektiren ve sonuçları ülkenin ekonomik ve sosyal yaşamını köklü biçimde etkileyen
ulaştırma yatırımlarının gerekli kapsam ve ayrıntılar dahilinde analizler yapılarak değerlendirilmesi
tartışmasız bir zorunluluktur. Gelişmekte olan ülkelerde ulaştırma ağı henüz tamamlanamadığı için
büyük ulaştırma yatırımlarının gündeme gelmesi ve yatırım karar sürecinin yetersiz ve sağlıksız olması
bu ülkeler için konunun önemini daha da artırmaktadır. Günümüzde, Türkiye’de yapılan raylı sistem
yatırımı sayısı gittikçe artmaktadır. Bu yatırımların performanslarını değerlendiren çalışmalar ise bir o
kadar kısıtlıdır. Hangi beklentiler içerisinde planlandıkları ya da işletilmeye başlandıktan sonra
beklentileri karşılayıp karşılamadıkları bilinmemektedir. Bu sebeple, raylı sistem yatırımlarının
planlama aşamalarını, yatırım amaçlarını ve ortaya çıkan sonuçları araştıracak çalışmalara ihtiyaç
vardır. Bu çalışma kapsamında raylı sistem yatırımlarında yapılabilirlik etütlerinin önemine dikkat
çekilerek gerekliliğini değerlendirilecektir.
It is an indisputable requirement that transport investments, which require large resources and whose
outcomes will have a fundamental impact on the economic and social life of the country, should be
analyzed and analyzed within the necessary scope and details. As the transportation network in
developing countries has not yet been completed, major transport investments are on the rise and the
investment decision process is inadequate and unhealthy. Today, the number of rail systems is
increasing investment in Turkey. The studies evaluating the performance of these investments are
limited. It is not known which expectations are planned or whether they meet the expectations after the
start of operation. For this reason, there is a need to study the planning stages of investment in
investments, investment objectives and results. Within the scope of this study, the importance of
feasibility studies in rail system investments will be emphasized and the necessity will be evaluated.
